Steven T. Lang

Founder, Pacific Muni

After 30+ years in the institutional municipal bond business, including 20+ in muni structured finance, Mr Lang founded Pacific Muni in November 2017, as a specialty investment firm dedicated to creating investment Funds intended to provide attractive tax free cash flows for individual investors.  In February 2018, Pacific Muni launched its first TOB Fund - the PacMuni Alcatraz Fund.

WELLS FARGO BANK

Mr Lang was hired in 2007 to build the muni derivatives businesses at Wells Fargo.  After creating credit risk, market risk & legal infrastructures, he developed muni funding structures for Wells Fargo’s principal investments in muni bonds.  After the acquisition of Wachovia, he also developed third party investor derivatives businesses, where he coordinated legal, regulatory & risk management infrastructure to operate these businesses.  When the TOB industry collaborated on implementation of the Volcker Rule, Mr Lang represented Wells Fargo as its industry expert on TOBs.  Mr Lang retired from Wells Fargo in January 2018.

WACHOVIA BANK  

Mr Lang marketed tax exempt funding products (TOB & TRS) to both proprietary (Wachovia portfolio) & third party institutional client investors.  At Wachovia, he developed a variety of innovative client solutions, which resulted in transacting Wachovia's first ever muni TRS, muni CPI swap, OTC muni repo option & SIFMA-indexed structured note with investors.

Mr Lang managed the "minority owned” firm’s entry into public finance businesses.  He focused directly on investor structured funding (TOB & TRS), while also coordinating public finance capital markets underwriting and banking.

Mr Lang was the tax exempt funding product specialist for ABN Amro’s proprietary TOB & third party institutional investors.

Mr Lang introduced & developed one of Merrill's first large client TOB programs - for Bank of America.  Additionally, he developed & sold many innovative structured products, including Merrill's first ever Securitized Catastrophe Risk & High Yield Index swaps.

After 30+ years as a risk manager and a structured product portfolio manager, Mr Gibbs joined Pacific Muni as Risk Manager.

Mr Gibbs was hired in 2008 to manage funding and liquidity risk oversight at Morgan Stanley. After developing a framework to manage, measure, monitor and report the risk profile, he implemented strategic action plans to optimize exposure versus cost considerations. As the firm’s global funding risk expert he guided policy development and strategic reporting to senior management committees, internal audit and regulators.

Mr Gibbs traded and structured tax exempt structured products to institutional client investors.  He developed a risk management framework, including a comprehensive hedging strategy and a timely and accurate valuation model to report profit/loss and risk.  He structured and negotiated SIFMA-indexed structured notes with institutional investors.

Mr Gibbs traded and structured proprietary TOB and ABCP funding strategies as well as fixed income derivatives to the bank’s institutional clients.  He managed the integration and divestiture of a distressed hedge fund portfolio.

Mr Gibbs introduced proprietary TOB new product approval and was responsible for portfolio management of the strategy.  As one of the early practitioners of the TOB product, he also initiated new product development for interest rate swaps dedicated to municipal securities.
